Only 4.5" in diameter, a nice ornamental bowl or perhaps coaster, jewelry holder, desktop items? Black enamel paint on lower edge; black felt base. Rich gold and green jewel-like coloring. No markings? Similar item attributed to "Janet Hoover" has been ebay. Looks mid-century
