This came from the estate of a former military man. Can you tell me exactly what this is? Is it a service bar? I'm also confused by the background, which is not a pin/tac, but flat. It is about 3/4" long. The bar is yellow/gold with a set of red, white and blue stripes at either end.

It's a lapel button for the American Defense Service Medal. It was designed to be slipped through the button hole in the lapel of a man's suit. The bar is a miniature representation of the service medal ribbon.
