This is a footed bowl that is 5.5 inches high and 7.5 inches diameter. It has a decorative gold rim around the bowl and a thin gold rim around the foot. It has a glass dipper. My question is, what is it, when was it made/used, and is it a yard sale or consignment item?

This looks very close, but not close enough I'm afraid. My first thought was punch bowl and ladle, but it's not very deep.
You could do a search on gold rolled rim compote bowl

That link is pretty darn close, Gillian. Agree that this is a compote dish.

looks to be a mayonnaise bowl and ladle. Mostly likely by Westmoreland as that is a Westmoreland #2 encrusted gold band:

tho' the ladle looks like a 2-ball/bead Imperial 'Candlewick' ladle

Thank you so much, all of you! It is a Westmorland piece. The rim band is exactly the same as the Westmoreland #2 encrusted gold band. I think it is a little large for a mayonnaise bowl, and the ladle is the perfect size to scoop berries and cut up fruits. Thanks again!
