I not sure at all about this find: It looks like a vintage brooch, maybe dating to the 1980's or so. It has a bit of wear on the top and one rhinestone is missing (I think this can be fixed easily). The enamel, the eyes, and the cabochon on top of the head are in perfect condition.

The brooch is very heavy.

I searched on line but so far did not find one like this. The only close image I found was a clapper bracelet by Ciner.
