Do you think this was used for tickets , but who by ? How old would it be . it is of good quality and nice to hold with a bit of weight to it

If used for punching tickets, that hole would clog up real quick.
One clue might be the end of the handle which shows in the left picture. It is a tapered square shaft. There are tools with a similar shaft-end which used to be used by lock-fitters when installing door locks (the kind which fit within the door). The tool is used to test the operation of the lock without having to install the knob and its square shaft.
Apparently it is a ticket clipper with the end square for getting into the guard van on a train .

I don't think these are punching holes, as in tickets.
It looks like they are for pressing on and marking lead type tags, in this case, with a "W 14"
Agreed, AzTom. And from the silver color the little peg appears to have been soldered into the hole opposite it and probably was pulled loose when it froze in the opposing hole and the plier was forced open. It's just a guide hole - too small for a punch.
Doglover - not sure what a "guard van" is but I'm guessing a security car? If that's all the security it had it could be opened with a common screwdriver.
it looks like an riveter on a tool for them ...MAYBE
