Maybe like you said for the tea Bag on top ( if you want another cup ) as then it is placed somewhere else to pick it up from................and MAYBE the bottom part is where you put your spoon in the mean time ( like a Spoon Rest )? Of course this is just a GUESS............??
Shaving mug.
Definitely a shaving mug. Called a coal scuttle. Soap up top and brush below.
