Has anyone seen a pipe like this?

This pipe measures about 13-1/2 inches in length. It has a nicely carved bowl and what I believe is a horn or bone handle. The stem looks like leather to me and is finely stitched. It has a leather holder attached with rawhide. It appears to be unused as I see no residue in the bowl.

I found it in an estate in the Upper Peninsula of Michigan. We have a large Finnish population here as well as many other ethic groups who came to work in the copper mines. There is also a Native American Ojibwa tribe in the area.

It has a small triangular tag hanging from it with '17' and a slash written in pencil. The seven is crossed in the European style. It looks like it could have been a price or inventory number.

I'm curious if anyone knows anything about this. I've search thousands of images for antique pipes and have not seen another like it, let alone with a leather holder. Thanks much.
