Going with Truncheon for the name of this item. Billy Clubs and batons etc seem to be longer. A cudgel is about the same length but is much cruder.
Looks like something one may have run into in London. What's all this then tap tap tap.
Got this from a relative of a relative. Sadly I can not find information on it.
