The Crowned Harp was used until 1926 on Irish coins.

But this item not only has a crowned harp. It combines the Crowned Lion Rampant as well as the Crowned Three Lions Passants Guardants.

It is really a synthetic portrayal of the shield of the Royal coat of arms of the United Kingdom.

Normally the shield is quartered, depicting in the first and fourth quarters the three passant guardant lions of England; in the second, the rampant lion and double tressure flory-counterflory of Scotland; and in the third, a harp for Ireland.

Here the shape has Northern Ireland at the top, Scotland below and England and Wales at each side.

I'd say it is a contemporary Northern Irish Loyalist item.
