This photographer had a bit of skill to put the woman's portrait onto a scroll in this interesting, undated photo of an unknown woman.

The photographers technique is found with some regularity at this time period.
Most likely an 1880s- 90s image.

Scott is correct. Specifically, these were made with a product known as "Scroll Negatives" to create the scroll borders. They were popular in the later 1880s.
Scrolls must have been popular in that time, as I have an early 1890s bottle with its embossing contained in a scroll.
Thanks for the "scroll negatives" information-- thought you might have more familiarity with the photographic technique!
