Vintage brooch blue stone pewter finish

About an inch in length. Pewter style metal. I'm not entirely sure what era it is from or who made it. Blue glass veteran stone is very pretty and clasp appears to be pre-1900s, but I can't be sure. I'd love some help identifying this unmarked piece. It's very heavy for its size and very detailed. Beautifully made.
