Its an american made one, with not too much attention to the hands and face. Sometime in the 30's this would have appeared but not a rare one or one of too much merit. I will look again at my catalogs.
More research shows this was made a lot later to get with the large market for mascots. Its a reproduction piece with no more to it than to defraud the market.
