    My nephew found this folk art bamboo walking cane in a trash pile,we were curious and wanted to know if anyone know this writing or is it some type of prayer or what.

      That looks to be Runic, a very old written language which was used in Tolkien's books, among other things. You can use these charts to decipher the letters to see if what is written on there actually makes any sense. I have a silver pendant with Runic writing on the back.
