Maybe, but I'm at a loss as to how to use it
Part of a telegraph machine? The part where you tap out the message?
I don't think Telegraph as there is no way to attach wires and that part of a Telegraph is not hand held
isnit a doorbell ringer which you can press it explaining the tweezer effect thomas talked about?
I just found that this tool is a Linoleum Scribe.
Mystery solved.
