This is a hand press that imprints raised dots on a piece of paper or some other material. It is an ornate cast iron. I would assume late 19th century. Thanks for your help in id'ing it.

Try lapping two pieces of paper and use it. I suspect it was a way to attach pages together before paperclips and staples.
is it markings for entry tickets/transport tickets ?
I believe this is used to perforate the amount and signature on checks . Then it would be obvious the check had been altered .
Thank you all for your comments. Was wondering if it was some sort of cancelling/anti-altering device. Makes sense!!
