Probably what they call in the USA, a tidbit tray , date from the 1920’s
There’re so many unidentified patterns, but you can check replacements.com for a name. Any pattern with a letter”N” followed by numbers means that replacements were not able to identify the pattern so just gave it a code for their own inventory tracking.
In your search put blue border, pink garlands
