I found this today at a barn sale, don't know what it is for but the workmanship is so awesome. There are some pieces broken off, I am holding up one of them where I believe it used to be. Can anyone help identify this?

Perhaps a homemade rug beater ? Hang the rug on a clothsline put the machine up next to it turn the handle and beat the dust out of the rug ? Just a thought I really have no idea .

It appears to be for winding yarn/rope but it appears that some of the "paddles" are missing.
