What is this tool? It is 3 inches tall and 2-3/4" across from tip of top bar to tip of swirly extremity. It looks like it was hand-formed, not precision milled.

Looks much like a hinge fitting for a cabinet door . The long spike is driven into the cabinet door frame and the round part up carries the round strap attached to the door . The curved spur would lend support to prevent bending .
I think you "nailed" it, slackjack. :-)
I would agree that it is a type of hinge but I suggest it would be for wooden shutters on the outside of a window. The spike would either be driven into the timber frame of the house or into the brickwork. The opposite side would have a similar item but a catch to hold the shutters open.
To add to my comment: Might well be a hinge for a farm gate. Very easy to install in a remote area/no power tools at hand. Hammer it into a wooden gate post and then hang the farm gate onto it?
