Don't know what it is or if it's from a sewing machine but that's where I found it with some button cards from the 30's. This is a seafaring town, I've searched for tools for sails or leather but not seen one exactly like this so I'm hoping someone will know.
I think it was a pattern tracing wheel--the wheel fell of this one.
