Women in advertising dresses are regularly encountered in late 19th century photography. I have seen women with photographs, tools, and other items hanging from the dress and often they are holding a banner with the products name and maker.
This particular example is the first that I have seen for a newspaper.
Each woman wears a dress that appears to be fabric, but it has been printed with the Boston Herald newspaper! Much of the print and some of the pictures can be seen on the dresses.
Additionally each woman has a hat with "Boston Herald" in larger print.
I would suppose that these women were paid to stand high visibility areas and hawk the newspaper!
The image is an oversized cabinet card with photographers back stamping and dates from 1892 based on the period pencil inscription.

While off-topic, it reminds me of how when my mom was a kid, she had a few dresses made of paper as that was somehow in style(?)

I have seen paper dresses before. These are actually fabric with newsprint on them.

I questioned it of my mom. She says they were high-quality industrial-grade paper. She is quite sure they were paper, not fabric with newsprint. She hated them, but her mom made her wear them because they were in style.

Either one of them look too happy to be there! haha And the one on the right looks a bit strange but this is a great photo for you to have. I think the idea of the dress is ahead of it's time.

Looks like CW has a write-up on paper dresses.
Dress appears to be fabric not actual paper.
