This handy little device that looks like a pair of pliers is actually for putting a ring on hog's nose. It keeps them from rooting. It is a Decker's Humane Hold'Em Ringer and they still make them.
These do not open and close like normal pliers which would be by squeezing and releasing the handles. Instead one uses the screw to open and close them. The handles or to hold on the tool which is attached to the nose of a pig most likely.
There is also a type of pliers called Hog Pliers that are used on chain link fences.

Believe it or not, growing up on a farm and in a farming community, I, along with several other of the boys in the neighborhood, used to help a local pig farmer catch his hogs and ring them or give them their shots. This guy had like 1500 hogs! Oh how I miss those days, NOT:)

Thank you very much Scott. 1500 is a lot of hogs.
