I don't know that these two go together but the other top box that I have is an old craftsman. I do know that this was used at Rockwell working on the space shuttle program. I found a folder of specs for the space shuttle and a Space Transportation Flight Overview Flight 1 for Columbia dated 8/76. I know that the boxes are at least that old. Could these be Rockwell or NASA issued?
These were my dad's. He worked for Rockwell with the space shuttle program for 33 years.
