    It says, General gergo(???) remboursable au siege du comite

    It seems to be waxed cardboard.

    Back is blank but appears to have had a paper label on it at one time.

    It's a "good for" token, but what is it exactly?

      It is a token used as a form of small change in Toulois in Lorraine during the period 1914 - 1927 issued by the Chamber of Commerce. There were notes issued by the city as well. A system used by many towns .... they used aluminium tokens too.
