      Not a chatelaine, although the internet sometimes refers to these as being chatelaines. A chatelaine is worn on the waist and is a set of short chains attached to a woman's belt, used for carrying keys or other items.
      What you have a sweater guard.
      I didn't find anything on the web about a costume jewelry company called Moritz.

      Brussels is a bit more than an hour from me. :-))))
