Closed Length: 3.8750" Scales appear to be Celluloid but I'm not certain. There are no tang markings of any kind and no markings on the spine of the handle. It has brass liners & pins. Bolsters appear to be Nickle with an embedded 5 point Nickle star on the handle.

The total "look" of the knife, as well as the fancy cut-outs in the bolsters, and no tang-stamps, suggest that it is early 20th century Japanese. The bolsters appear to be aluminum but it's hard to say from a picture. That would also be an indication of Japanese origin.
