Although almost small enough to be a watch, I was told this is actually an 8-day clock that was probably used in some type of vehicle for new England Telephone. Anyone know anything about it?

You have a very fine example of one of the more popular time pieces used in the Ford model T @ model A @ model B automobiles. All you are needing would be the mounting holder, of which there are many to choose from. Fantastic time piece, especially on cross country trips.

Actually this was used on a telephone switchboard to time call.
ah, interesting... that makes more sense than it being on a NET&T vehicle which was what I had thought (had been told it was a vehicle piece).
This model did see use in cars and also as travel and house time pieces. It is the NET&T name and the way the dial is configured that says it was a switchboard timepiece.
