    Hollowed out blades plus the body seems able to hold some thing never seen any thing like it

      All I ever heard these called is bird beak scissors. They are designed after a number of birds and I was told used in conjunction with a bird beak ribbon puller.

      You don't give a size but they look fairly large - like standard sized fabric shears. It appears that they are impossible to actually use for cutting - you can't close the blades with your fingers in the loops. Maybe they are just "art" - metal sculpture made out of scissors.
      And, what is a "bird beak ribbon puller," fhrjr2?
