What it appears you have is an old W.F. Burns Still Bank, circa 1895. These banks were used in the past to help home owners get into the habit of saving money at home, in conjunction with their main bank.

lzenglish, it's what I thinking too, but since we don't see the top, it's unsure statement, because C.O Burns also made one with similar swirled decor.
Long time no see, I hope you doing well, did you fix your bank with missing lock??

      Regards

System applied to Banking "A MAN WITH AN IDEA AND WHAT HE DID WITH IT."

      ------------------------------WALTER FRANCIS BURNS Sr---------------------------------
      (1866-1930)

To Mr Walter Francis Burns of New-York and chicago is due the credit for the growth and practical operation of the Home Savings Bank System as applied to banking.Having perfected a practical home bank which was designed to be a valuable help to banking institutions, he next originated a plan by which the bank could be put in the hands of depositors and money saved therein put in possession of the banker.Perhaps no other man of this generation has exerted such a widely extended influence in financial matters as Mr burns. Certainly no one has interested so many people in saving and brought such vast sums to the bank deposits of the country. his success is an example of what can be accomplished by persistent effort, a deterined purpose, a high aim, and intelligent direction. he has made the Home Saving Bank idea and the name W.f.burns Co. known weever modern banking methods are in vogue; and the name of his company is synonym for good goods, good work and good results.
