This item was among some antique sewing items and I believe it is a stiletto, but I could be wrong. A marking on it says "BLACK STAR". After doing some preliminary research, I came up with nothing, so I'm hoping someone else might be able to help.

Does the dome end come off and have a kind of reservoir inside?

No, the dome end turns to retract or expose the point.

The black on the barrel (point) of this and the design makes me believe it is a dip nib pen used in technical drawings and also calligraphy. The link I will post here will show you what a modern one looks like.

Thank you! I did a little search of the web with some of the clues you gave me and I think it might be a mechanical pencil. I've seen 3 or 4 that have similar retractable points and the repousse design.

I believe you will find it is for dry ink. If made in Europe probably used for Blackstar art work.
