My guess is that it's not a Fenton, but I'm not 100% sure. Fenton-Hobnail could probably tell us for sure.
I will see if I can look that up. I have a bunch of milk glass that looks like hobnail but I am not sure.
I know Anchor Hocking and Kawana, I think that's how you spell it, both make hobnail items also.
