Tony, that is one of Germany's "Mainzelmännchen". The were created in the late '60s for the ZDF German TV network as mascots featured in bumpers and short subjects between programming. That is one of the more modern versions of the little guys, probably from the mid- to late-'80s. There were hundreds of figures and other bits merchandise produced over the years, but they are no longer in play on German TV... although I did buy a couple of figures last summer at a massive outdoor flea market outside Bonn. I got most of my figures on trips as a child with my folks going back to Germany to visit family there... Hope this helped, but if you want to learn more, just Google "mainzelmännchen" and you'll find a ton of stuff!
