Patriotic and likely Political WATCH FOB with eagle and flag

Where the hole is was likely a political button but whose I don't know. Some fobs has celluloid buttons incorporated in them. This could have been a generic piece for general advertising with a patriotic theme with the button holding the advertising. First the metal portion was made and then the button attached. It then could be sold to many different candidates and different businesses.
