Found in a box of antique Christmas ornaments. German - but what are they?

Searched these like crazy online, but can't come up with any idea of what they are... soldiers? They are most likely from the late 1800's early 1900's, as they were found in my great grandmother's ornament box that hasn't been opened since the 1920's. They say "Germany" on reverse and are in great shape except for the feathers which are a bit tattered. May be made of paper mache? Any thoughts, leads or help is welcome... Thanks!!

    Do they open at all or have a hollow back? They look like candy containers. Or a carnival prize.

    No openings, other than the paper that seals the bottom. I think this is where they "filled" the mold & then taped off & painted to match the rest of the piece. Couldn't get candy in or out... they're just 3 men w/ feathers on their hats.... hmmmm....????
