This pair of old scissors says 'Wester Bros' Germany. They have a sliding stop that limits how far they can close. The cut out area near the hinge is not sharp and looks like some kind of clamp, but they don't lock closed. Any ideas as to what they are for?

I inherited these several years ago, and have no idea what they are for. I'm thinking maybe they are surgical devices, but can't find anything similar on line. Any guesses?
Thank you-
Tom
