Hi Teresa - I believe this is a Siam brooch - Siam was the name of the country we know as Thailand today.
I have a few similar pieces, but I've never seen one with that particular design on the hat. I've just rented a showcase in an antique mall, will be taking some photos, let me know if you'd like me to send them to you.

I found this post searching things about my grandmother's pendant on the internet. It is very similar to your brooch!! I know my grandmother bought it in New York in the earlies 40's.
