I agree it's not Mickey Mouse, but you have a great item there. With the ears and hands intact even! These old INGAP tin toys are very desirable.

Its kinda Evil Looking
Seen a show once I think it was HISTORY DETECTIVES where they were researching the first mickey mouse, just before the famous one by Disney. This resembles that quite a bit. Must be a nice investment that you have here and quite the rare piece.
What a beauty. I love the litho, especially the cats stalking the mice shown on the wheels.
