It depicts a WW1 occupation soldier from the 5th Infantry Division.
The medal depicted represents the Distinguished Service Cross (DSC)-- the nations second highest award for combat valor.
The style of the painting is similar to illustrator art of the period and it is possible that this was used for the cover or interior art of a publication OR that it is a period copy of illustration art.
