My friend that is in her 80's has a pair of Tea Room candle sticks and they are painted. She said she received them like that and we were wondering if that was normal? Thank you for your time!

it's not unusual for Indiana Glass to paint their glass, as there are any number of painted patterns. Hard to say for sure tho' if these were originally sold that way. The paint was usually at least fired on so that it would be cleaned. They could have been done by a separate decorating house.
Somewhere over the years I saw a Tea Room oval bowl that was painted in much the same manner and still had original sticker with patent date on it. It could be as TC says that these were painted by a separate decorating company. This was pretty common in that era. No doubt that paint is period, and is not something somebody just added at a later date.
This is called "cold painted", meaning the paint is not fired on. An old Butler Brothers catalog states the reason for doing it this way is the colors are brighter than if the paint was fired on.
