Interesting item.
Perhaps its shape might have something to do with a plastering tool?
I did some searching on the net and came up with:
Waring, Arthur @ 141 Winwick st Warrington was a sizing dealer & plasterer.
He also was a Buffalo hide merchant @ Fairfield Tannery Manchester road in Warrington.

I think there is a relationship between the two businesses. Even today there are firms that produce paper sizing chemicals and leather tanning chemicals, like basic chromium sulphate, alkyl ketene dimer emulsion, poly aluminium chloride and ferric alum.
Perhaps there's also a relationship between the name Waring and Warrington?
There were also Warings in Belfast, Ireland who were in the tanning trade going back to the mid 1600's.
