This is the 20" Joanne mannequin doll with her pattern in original box with sewing notions. Produced during WWII to teach young women and girls to sew . Children referred to these types of Mannequins as dolls , they seem to need a catagory to themselves. They have important part of history . Some of these are the ones you are more likely to find not rare but hard to find in great condition . I hope you enjoy them and should you see one you will know what it is .

Would this be the same Joanne as Joanne's Fabrics?

No she has no relationship to Joanne fabrics . if you notice or can see colored pattern it says Joanne on it . Many of Latexture mini mannequins had names so patterns would match with the name they gave her . Like Marianne, Vivianne, Suzanne, Susanne ect . Patterns were made by Simplicity and Fashiondol ( 1 L) Latexture Prod NYC for all their dolls and many have the name of doll on them although several dolls were same size 12 1/2 " were most common and can wear each others patterns .
