Can someone tell me what type of pen this is? I know it is an eyedropper pen, it is engraved with "Quill" on one side of the pen.

It's very pretty!
This is a gold filled overlay dip pen c1900.
It is NOT a Waterman "Ideal" Fountain Pen, and does not go with the box.
If not a Waterman, can anyone tell me the manufacturer of the pen? It was purchased 30 years ago, wrapped in tissue paper and in the box.

The nib is very different from any other I have ever seen. It has a what I would call a feeder on the top of the nib leading down to the point. No writing that I can see. I looked for a number on the cap; but there is nothing on the cap, except a small hole.
The number on the cap applied only if it was a Waterman. It is not.
This is a gold filled overlay dip pen c1900. NOTE ... I did not mean "dip" ... I meant "Eye Dropper Fill"
The date is correct.
