I think it's because the wheel turns: the Chinese are buying back what their artists have been producing for foreign markets.
Twenty dollars is little to pay for something made by hand or machine these days.
How many hours of work would it take to create one of these?

I always try to purchase well, but I do not believe China is buying back incense burners as art. I will post what I believe the Chinese are looking for in Chinese carved jade artwork.
