I'm posting this hoping maybe someone can read this for me and translate? Also, if you know anything about what this art is called or maybe the wood used, that would be great! It is some kind of wood that is shaved so thin that it almost looks like paper - very cool! Thank you!

Got a reply from Brenda This is her translation.

Sure... I don't have a good dictionary at home, but this is what I got:
OBLMECTPROM (this is prob the place that it was made, PROM is an abbreviation for factory)
The Odessa Factory for folk artistic crafts and souvenirs
      54 Chicherina Street, Odessa
Name of the object: Decorative panel "Frigate Pallada", made of (I think this might be reeds)
      Cost- 23 rubles
      article number- N.Kh.P. 4
      TU 569/205-18--74
      quantity (left blank)
      packing number (left blank)
stamp OTK (I have no idea what that means)
date of issue (also left blank)
the blue stamp across it says Mar 1976 but the round blue stamp is too faint for me to read other than that it is stamped with OTK something something 2
