This is a vintage set from Denmark. I think it has details that are both art deco (the lidded bowl) and art nouveau (the ends of the tray).
On the bottom of the creamer and sugar bowl is imprinted, "Mandix Pewter". The word "Denmark" is inside an oval. The top of the sugar bowl lid is a small wooden bead-type of handle.
I can find no other references to the maker Mandix, other than the following piece made by Harald Folmer Gross (on another website, Mandix is listed as company).

Does anyone have any information on Mandix, and perhaps who made (or designed) these pieces and their approximate date of manufacture?
