Antique Enamel Religious Necklace

Another item I've had in my collection and its a bit puzzling. There are 11 enamel "discs" with little silver flowers connecting them that have glass stones in them. I think its the apostles and I'm missing one of the "discs". The necklace measurs 15 inches long. No hallmarks but looks to be silver. I'm calling it a necklace but it might have been used for something else. If anyone knows more about it would appreciate. thanks
