What you have is a two piece railroad bagage tag used by the luggage handlers of the day to determine the bags destination. It has a very early date, these are very collectable, some worth hundreds of dollars, I,m thinking yours may be in that valuable catagory.
Agree it is a railroad baggage check. While the patent was granted in 1867, this may be several years later.
Patent information:

is it of any particular value or just an interesting bit of history? I am in cornwall s.w.england I know nothing about railways in this country and even less about u.s. railroads, Idont even know where my dad got this tag, as I said it just looked interesting.
Thank you everyone for all your help and information, it is very much appreciated, I think this is a great site and I am glad I found it, thanks again.
