Everything depends on condition. Is is a rare record? I would say scarce, not rare. There are quite a few out there, many in the higher grades of condition. Judging by what I can see, yours looks pretty rough.
I believe the Sun #210 45 rpm came out in 1954 and the 78 came out in 1955.
With that said, I would still have somebody grade it for you. In the meantime do not attempt to clean it or play it unless you have a system specifically designed for 78 rpm records. Keep it in a record sleeve.
