It is vibrant for being in the 40's

Very interesting being it was provided by Borden's Dairy and it is described as the flags of the United Nations which actually wasn't even formed until 1945.

"United Nations" was a common term for those FREE countries united to stop the German/ Japanese onslaught.
"United Nations Fight for Freedom" was a theme in several US Government produced posters of WW2 as well.
I like the symbolic "V" for Victory shape of the central flags in this example.
