      not one that I recognize right off but it would help if you could post a pic looking down showing the whole plate and a side profile showing the pedestal and base.

      My first thoughts were German or Bohemian. Take a look at this, very similar pattern, could possibly have common origin:

      It looks like Vintage Tiara Glassware that was sold back in the 70's. I have some pieces myself and sold them through house parties and catalog orders.
