This is a remote control tin wind-up toy made in the 1950's by West German toy company, Biller. There are 2 controls for the helicopter, one that engages circular motion of the helicopter and one that raises it up and down, there is also a wind up motor on the helicopter to turn the blades. This was a pretty cool toy to own in the 50's!
